It doesn't impact the user experience at all. It does affect what's transmitted on the wire. WebFinger requires that the resources being requested be represented by a URI. The acct: scheme lets e-mail-like account identifiers be expressed as URIs.

What impact, if any, would this have on the user experience? As long as a user can still type user at domain.com and the system has a deterministic way of normalizing that to something, I think it's immaterial whether or not the acct: scheme gets used in the back end.
