[Openid-specs-ab] OpenID Connect Federation draft 13 published and upcoming interop event

The OpenID Connect Federation specification has been updated in preparation for the upcoming third federation interop event of 2020, which will be held on December 10th.  Contact Roland Hedberg if you want to participate with your implementation.  The updated specification is available at https://openid.net/specs/openid-connect-federation-1_0.html.  See the history entry at https://openid.net/specs/openid-connect-federation-1_0-13.html#rfc.appendix.E for a description of the changes made.
