It's just the mechanics. The 2.0 specs are all not final yet, vs. the  
other specs are final. We decided to first clean up the stuff that is  
final and widely implemented, and then we do work-in-progress and  
then we set up the structure for future work. There is only so many  
things one little foundation can do at one time ;-)
