[legal] specifications and non-OpenID standards bodies

Hello,

It wasn't clear to me what the limitation of what
kinds of documents were "Specification" in
http://openid.net/wiki/index.php/Formal_IPR_Policy
as Specification referenced Compliant Portions,
Compliant Portions referenced Scope, and Scope
referenced Final Specification.

In particular, there didn't seem to be a connection
between a Specification and a Work Group.

1. Can documents that mention OpenID but are produced by
other standard bodies be "Specification"s?

2. Can OpenID "deem final" a W3C, IETF or OASIS document
as a Final Specification?
