Yes this confusion is true... (forget! :)

But for other considerations = need to change the logo everywhere (as on
wikipedia...) = This is not a small thing!
Especially if the "black" color replaces "orange" color

I'm not sure if tying this to OpenID 2.0 is really even that  
important, would be more concerned about creating confusion around if  
something supports 1.1 or 2.0 based solely on the logo.  I think this  
is looked at as a strong incremental improvement to the logo.
