[OpenID] [OpenID board] Bylaws on the Wiki

Cool, thanks.  Should we create a Foundation section on the wiki where  
all of this stuff can live?  Then it would be like openid.pbwiki.com/ 
Foundaton/Charter so there isn't confusion about this being the  
charter of the tech or something?
