It may or may not scale, but that's fine for today since the existing
infrastructure is immature and designed to deal with the current
situation.

Spending foundation money to prematurely optimize seems foolish.
Besides, Refresh has been at least responsive as issues have cropped
up. Clearly we could have used more QA and more time, but here we are,
in the middle of the election and we have to make due with what we've
got. We can worry about scaling after Jan 1.
