I've talked with the developers of the election software and they had
this to say:

"The original agreement assigns ownership of all the code and assets
to the Foundation. A couple things for you guys to consider with
requests to look it over:

 * There's not much utility in releasing this as open source. It's all
very specific to what's going on with the Foundation and the internal
processes there.
 * There's a bit of a security risk of showing members _all_ the code,
since we have authentication information for Blinksale and Paypal
stored in the configuration files. To be extra clear, that information
and those transactions are secure, but the code contains usernames and
passwords I don't think we want to share with the world. :D"

I don't have an opinion on if the software is available for
inspection; to me its always been a foregone conclusion that it would
be. We've always intended to make it available. That said, I'm not
sure how useful it would be for other organizations as we've baked our
election processes into the code.

One of the developers is working on removing any authentication
information and then we'll make the code available for perusal.

The OIDF is a 501c3 and by law is required to be transparent with its
financials. Again, I can't imagine *not* doing this.
