To date I've seen more organizational and policy obstacles rather than technical ones (except some hardcore security/privacy people) so the same way international and international can differ, OpenID-s, providers, use cases, RP requirements and out of band agreements vary a lot. The same applies to *current* EU eID schemes, but there are standardization efforts underway.

+1 for Skype (free, better quality than GSM in same areas (like where I live) and I don't have a landline at all)
