[OpenID - Eu] Mission Statement

David, Andrew,

Certifing servers was one of the ideas we started with in the  
beginning for OpenID EU.

- But it is certainly a wise idea the define which things we should  
not cover with the organisation.

I'm wondering what the problem is with certifing OpenID servers in  
Europe?
