[OpenID board] Criteria for getting onto "Surprise! You may already have an OpenID" page

A while ago, we have talked a little about forming the criteria for
getting the logos on http://openid.net/get-an-openid/

I do not think we have finalized it.

Can we do that in this thread?

My straw man would be like:

- The IdP MUST have more than 10 million registered users.
- The IdP MUST provide the OpenID Login capability for those users.
- The version of the protocol MUST be then current approved version of the
protocol, or the last version during 24 months of the transition period.
   (=> this means, only OpenID 2.0 providers are going to be listed.)

Please discuss.
