Since I noticed in some mailers the main text of the previous mail is

8. National Chapters Discussion

R2012.10.8.1 *Creation of National Chapters Policy*

WHEREAS, creating incentives for chapters to recruit new members for OIDF
would benefit the OIDF and the community, and

WHEREAS, creating incentives for the companies in the respective nations to
join OIDF would  benefit the OIDF and the community, and

WHEREAS, creating a structure that allow the establishment of the entity
that can effectively monitor trademark usages and enforce the policy in the
jurisdictions is desired to protect OIDF trademarks and brands, now,
therefore be it

RESOLVED, That the following clause to be added to the local chapters
policy stated at http://openid.net/foundation/chapters/ after the
Territories clause.

*National Chapters*

National chapters are special type of local chapter that fulfill the
following requirements in addition :

   1. There shall be maximum of only one national chapter covering the
   jurisdiction. A national chapter may cover multiple jurisdictions.
   2. National Chapters shall be registered at OIDF. It is the sole
   discretion of the OIDF board to approve the registration of a local chapter
   as a National Chapter.
   3. OIDF shall grant a right to use the name OpenID Foundation X or
   OpenID X, where X stands for the name of the country (e.g., OpenID
   Foundation Japan, or OpenID Denmark.), to the National Chapters.
   4. An OIDF member in a country X may choose to register at a National
   chapter X as well, in which case, the member has a right to direct maximum
   80% of its OIDF membership fee to be spent in the corresponding
   jurisdiction.
   5. National Chapters shall bear the duty to act as an agent for
   trademark policing in the jurisdiction. National Chapters must be in a
   suitable legal form to perform this action.
