i.e., Contributor to OIDF agreement.

What we are talking here is the licensing from OIDF to the rest of the world.

Also, while OWF agreement is attractive, it is hard to retrofit to the existing
specs. Once the OpenID Process is modified (requires membership vote),
we can use OWF agreement for further WG works.
