Brian,
I believe that the Adoption Committee should encompass Marketing, Adoption and Usability, all of which are closely related.  So, no additional committee is necessary for Marketing specifically.  That said, I am assuming that "Marketing" in this context is for reaching out to potential customers of OpenID, not handling general PR.

I am OK with doing interop planning in the Technical committee.  If it turns out that only a subset of people are interested in the interop activities then we can form a sub-commitee.
