[OpenID board] OAuth Hybrid and UI ML?

This is where our process I think is broken.
Without a service like agree2.com to make collecting the agreements, I don't
see how this can be done in a transparent, transferrable way.

How have other groups managed this? Is this why our WG process is so
encumbered and broken?
