[OpenID board] Reducing the Vote Notification Period for New Working Groups

I would be in favor of removing the notification period IF we can improve
the board/membership voting tool along the lines that I requested earlier
this week -- that is, making it more explicit what tasks are available to be
taken by a member.
If we could also generate feeds from this list of polls so that members
could simply subscribe to a list of tasks, I would be all in favor of the 3
day notice period (which seems necessary given our clunky way of getting
votes).
