[OpenID board] CONTRIBUTION AGREEMENT

I agree with Nat -- the Contribution Agreements all work in the past. How
specifically does a new working group start its work and obtain contribution
agreements for new work going forward?

This is fairly urgent topic as Nat and others want to propose new work and
get started.

Scott, can you add that to the agenda for this Thursday's board telecon?

Thanks,

=Drummond
