[OpenID board] Bylaws on the Wiki

It's already in the foundation folder. Unfortunately, PBWiki doesn't
really do hierarchies, but since it supports tags and one-level deep
folders, and has decent search, bringing up pages by non-URL
mechanisms works ok.

The folders are listed in the right sidebar.
