[OpenID board] Minutes on Wiki

The archive of previous meeting minutes on the wiki is now up-to-date.

I've pulled the notes/minutes written by others before I started doing 
the note-taking regularly, but I'm not sure if I've got all of them. 
Please take a look at let me know if any of the meetings are missing.
